This week delegations representing the Venezuelan government of
President Nicolás Maduro, on the one hand, and opposition leader and
interim president Juan Guaidó, on the other, met in Oslo to hold a round of
talks under the auspices of the Norwegian government. There have been
multiple earlier diplomatic attempts to find a negotiated way out of the
Venezuelan crisis, and all have failed. Opinions on the likely outcome of
the Norwegian option are divided. There is, however, a case for saying
Norway could be different.
