A recently published Inter-American Development Bank (IDB) report1 puts its finger on an economic conundrum affecting Central America and the Dominican Republic (known as the CADR sub-region). These countries appear to have achieved admirable macroeconomic stability and steady growth, certainly relative to the rest of Latin America. But they don’t really seem to be developing. Why?
