At the end of last year Mexico's sweeping and historic energy reform bill became law. On August 12, 2014, a package of energy reform legislation became law in Mexico, and the draft bid terms for the first round of bids are expected to be published in November with the tender process expected to commence in the first quarter of 2015.

Duncan Wood:
The director of the Mexico Institute at the Wilson Center. Prior to this, Wood was a professor and the director of the International Relations Program at the Instituto Tecnologico Autonomo de Mexico (ITAM) in Mexico City for 17 years. He is a member of the Mexican National Research System (level 2), a member of the editorial board of Foreign Affairs Latinoamerica, and has been an editorial advisor to both Reforma and El Universal newspapers. In 2007, he was a non-resident Fulbright Fellow and, between 2007 and 2009, he was technical secretary of the Red Mexicana de Energia, a group of experts in the area of energy policy in Mexico. He has been a Senior Associate with the Simon Chair and the Americas Program at the Center for Strategic and International Studies (CSIS) in Washington, D.C. His research focuses on Mexican energy policy, including renewable energy, and North American relations. He studied in the UK and Canada, receiving his PhD in political studies from Queen’s University, Canada, and is a recipient of the Canadian Governor General’s Visit Award for contributions to the Mexico-Canada relationship.
Carlos Bellorin:
Senior Petroleum Analyst at IHS focused on Latin America. Before joining IHS he was an external legal advisor to oil companies and in-house legal advisor at two multi-billion upstream projects in Venezuela. Carlos has been covering Mexico upstream legal and fiscal regime since 2008 when the "Energy Reform" of President Calderon took place. He has also followed the 2013 "Energy Reform" very close and advising clients on the opportunities and challenges that will entail investing in Mexico under this completely new framework.
